When they did that they'd be breaking the multiple logging in principle, and two individuals using the same IP address can't log to the same world so it would be quite hard to do exactly what you're saying. Notice how I mentioned distinct computers. Also, 1/4 of 30,000 = 7,500 * 7 = 52,500 exp per week....and that is just per high level character...
